Stock is best, with some exceptions. With Scout you may want to change to the basher to build uber. On Soilder I far prefer the escape plan. On pyro, degreaser + axtinguisher works a bit better. Heavy needs his sandvich. Engi should use gunslinger + frontier justice on off. and use wranger + jag on def. I would recommend using overdose and ubersaw on medic, and kritz situationally. On Spy dead ringer takes some getting used to but it can be deadly. On Sniper covering enemies with jarate is great help.
This is all from a competitive standpoint, feel free to use whatever you find fun in pubs. I've got pretty insane with the stickyjumper + bottle.
