Because you would need dozens of mods to even think of enforcing that. I think that is in the rules to remind people that if they can have a chance at winning something without the obligation of giving anything in return the least they can do is to thank the gifters and to try and contribute in others ways such as being active in the forums.

I guess the solution would be a "thanks" button, real comments, and an enforcement system that would prompt people to be active and hold the gift hostage.

I was looking through the FAQ again and noticed one was 'Be active in the forum/chat'.
I have seen dozens of people who have won with no comments and highly doubt they were active in chat as well.
But my real question, is why is this in the Rules when it is not enforced ?
