In any case, this is just a DLC collection, so there will be no other option, but on the other hand, only those people who have already added the game to their library will see the DLC giveaway, so completely strangers will be eliminated at the start.

I believe fr0zenX is correct, you would have to create the giveaway under one of the DLC packs that come with the legacy edition.

For the most CV, I think that would be Lightfall or The Final Shape... but they are both 'bundled' so the CV will be minimal either way.

Maya would normally be correct about DLC giveaways being painful because of the need to check the winner to make sure they don't already own the DLC. However, I think that is because DLC packs are normally subs... and in this case the DLC packs are apps, not subs. So I don't think the 'normal' rules for DLC giveaways apply.
