I have just Basic version of this and one free2play DLC of Blackhole.
I found few giveaways of complete version of this game with all DLCs. Sadly, all of these giveaways says i already own Blackhole complete. Is this for purpose or bug?

I dont understand. If its completely forbidden for basic game owners then why i can enter for example Sid Meier's Civilization V: Complete Edition giveaways. I own complete edition of C5, so i dont need to enter that, but stil i can enter these. And here we have basic game + all DLCs game giveaway which have zero tolerance to enter if you own only basic version?

I definitely missing something in here. This doesnt make a sense.

Note that SG doesn't configure anything as far as game listings on its end*, it's all configured by Steam (which has a lot of glitches) and by the developers (who can misconfigure things). Without you linking the specific store pages / IDs you're referencing, I won't be able to give you a firm explanation, but the most common explanation is that the Complete Edition is configured by the developer to only reference the base game as being included, while not being configured to list the DLCs as being included, meaning when SG checks to see if you own the content, it assumes you own all of it. In short, it'd be an issue to take up with the developer/publisher, as they screwed things up.

* With the exception of games that've been permanently removed from Steam. Further, the site does check to see if you're previously won a game or if you own all content. However, Steam does not send ownership data out on DLCs, so SG can never check against that (only being able to check against base game ownership), and thus always assumes you don't own DLCs. Thus, in the case you're describing, SG would actually be providing accessibility in your favor, rather than limiting you from entering.

From my experience i can say it´s really bad idea.
I had to delete some game from my library some time ago. Later i bought game pack on steam, which part was also that deleted game. This led to resufing of my order because Steam wasnt able to add that title into my account again. I also tried a trick with sending pack as a gift from alternate account with same result.

So, i guess, if you delete something through steam support menu its forever. I´m more careful with deleting since that accident.
