I had the same problem.
Open "Internet Properties", go to "Connections" tab and click on "LAN settings".
"LAN Settings" window should open and you have to disable everything except "Automatically detect settings".
This worked for me, let me know if it works for you.

Failed to load web page (unknown error).
I get that whenever I go anywhere on the store in the steam client, except for the store frontpage, anything else is inaccessible most of the times.
The steam client also fails whenever I try to send a gift.
When I try to go to any game store page, or checkout in chrome or mozilla it fails to load the page, it also fails whenever I try to add anything to the cart. If I try multiple times sometimes it adds it and I can proceed correctly, but I have to try up to at least 20 refreshs, I'm not kidding.
This however doesnt happen if I am using incognito mode.
I already tried uninstalling it, and had this problem for few months now.
Anyone has the same problem or a posible solution?
