Exactly, it even says this on steam store:

It looks like it, yes. Everything I can find seems to firmly state that the only pre-order that was available was for the Bethesda launcher, though multiple platforms were supported following actual launch. Of course, if you got your base game from the same purchase as the DLCs, and it activates on Steam, then you should be fine. If you just have codes for the DLCs alone, then you may perhaps not be able to make use of them with a Steam base game.

Anything purchased for Steam should activate fully on Steam, without any need to directly interact with outside clients.

Ah, well, I was thinking major platforms only. Don't know how GTA 5 works, so I can't really comment there. Of course, as far as opening the client [in the background] goes, Uplay does that as well. I just meant, you wouldn't have to interact with the secondary client to load the game or handle DLCs, as that would be taken care of through Steam [in fact, iirc, I can't load any of my Uplay-Steam games through Uplay, as I recall that they force-open Steam when I try to do so]. GTA 5 may be different, though, considering how proprietary it is to the Rockstar launcher. Do let me know the specifics on that, I'm curious now. ^.^
