It's just something tied to your account as part of a membership service. The code would be redeemed by logging into the e-store on the switch.

It enables online features. Single-player games don't need it. But multiplayer games (and certain features for single player games) require it.
For example, you could buy a copy of Mario Kart and play offline. But if you want to race your friends online, you would need to have an active membership.
edit for clarification: the membership doesn't give you any games, it just allows your existing games to be played online
