Team Fortress 2 Offline backpack

Hi, is there any way to play Team Fortress 2 in Offline mode so I can use my items?

2.9.2013 Im in the college and this no Wifi.

I'm guessing it would be possible to start a server on your machine and play by connecting to localhost, but you'd be alone... so really, what's the point? I mean, even if you can get some bots on (not sure that's even possible), it sounds incredibly boring.

EDIT: never ran a server myself, so I'm not sure if you'd have your items since your local server would not be connected to the item server.
