How to create a giveaway?

Hi everyone, I just signed up and I'd like to raffle off some Steam keys. How do I do that? When I click on "create," nothing happens except that it says I haven't started any giveaways yet. I also can't find an answer to my question in the Q&A.

maybe you clicked "created" instead of "create new"?
