You know, I didn't check before you asked since I was planning to gift it directly on Steam, but I now see there might be a problem since Square Enix made most of its games unavailable in Russia. I'm not really sure if the gifting system can bypass that block. I guess so though; if I just pretend to buy the game as a gift, my russian friends appear as available recipients.

From experience with the Hogwarts Legacy GA: You can pick the friend, but it will not allow you to continue in the next step if the game is not available on steam in the recipient's country.
Would be nice if SG could auto-restrict GAs to countries where the title is available at all...

Yes, but as is the default for region-based restrictions the re-roll was denied by moderators based on the reasoning that the next winner might have the same problem.
I was asked to take a hit to my account rep or ask winner for permission to delete the GA (which the winner graciously gave).
So... there will be a Hogwarts Legacy GA soon that is region-restricted to exclude RU-CIS, and other embargoed nations.
SG moderator says there's no viable way to automatically find out if a game is available in a certain region or not based on the fact that some keys activate in regions the game is not even available in. So no automatic help from SG.
I'll have to put a preemptive RU-CIS regional lock on my GAs per default from now on, I guess, until the embargo situation changes.
