I think its anyone's game. Assuming money is no object I think they'll both hit 100 when the next batch of cards come out on the same day. I also wouldn't be surprised if valve rewards them for being the lvl leaders.

Thats because palmdesert is never on when games are announced to have trading cards. He will always be the highest level as long as he continues to collect every badge and its level but he wont be the first.
