Sometimes I just enjoy building rooms and putting people in it. I find something very satisfying about that. I remember playing XCOM for the first time. Choosing what kind of building to build in base was just great. But then I had to do shooting too :/
Similarly it was fun to play Recettear and haggle and choose what items to sell, but dungeon crawling sometimes drove me crazy.

Hm... I really loved the first and second Zoo Tycoon games
Its management in a sense, maybe not AS technical as other games but still management

My fiance loves Cities Skylines and surviving mars, sort of city builders but there's also a LOT of management there.

Frostpunk looked really good but screw me, I played 30 minutes and I couldn't handle all the things I had to keep track of in that game XD

Oh and if you want more of the room building from XCOM try playing Fallout Shelter, yeah it's a free mobile game (also available on PC and consoles), but it never feels like you need to use real money, they give you more than enough stuff in the game :). The building aspect is really fun, the combat (which was added in an update year after release) is also decent enough, a LOT simpler than XCOMs combat haha. So yeah, if you want more of the building aspect of XCOM then I recommend giving Fallout Shelter a try :).

As you said genre is wide from game like Prison Architect/Rimworld, Capitalism/TTD to different sport managers to say only a few so you should know the best what you like.

It's not really a typical management game, but I still have fond memories playing From Dust.
I enjoy playing god when I play management/city-builders, and that's essentially what you are in this game.

Favorite is probably Cities:Skylines like others have already noted. However, my first actual game on Steam was Game Dev Tycoon (funded off Steam, later they released on Steam) and while it's relatively basic, I thought it was fun.

It isn't deep, but very entertaining. And they made some clever design decisions to offer enough variety, even if it becomes repetitive.
On sale it's so cheap that a recommendation is pretty much inevitable.

Some of the games I had the most fun and that might meet your requirements:
Prison Architect: the videos and images on the game page give the impression that it is very complicated, but you can build everything at your own pace. It's fun trying to create a safe and healthy environment (my personal challenge was to create conditions so that there would always be as few repeat offenders as possible).
This war of Mine: The game is divided into two phases, the day, where you build things to make your life more tolerable during the war (beds, heaters, water filters, etc.) and the night, when you go out to look for things that will help you survive (food, wood, medicine, etc.). It's possible to focus on building and maintaining your haven, visiting only safe places to look for resources (but of course you'll find better things in more dangerous places).
Banished: It's a city builder, but it's very relaxing and challenging at the same time. It's a well-balanced game.
Tropico 4 and all others Tropico games: It's a game in the SimCity line, but much funnier. It's worth it for the laughs. : )
Oxygen Not Included: Perhaps one of Steam's greatest base builders. There are no fights (you encounter a few wild animals while digging, but that's it) and the difficulty increases as your base grows and you need more resources. User reviews give an idea of how much fun this game is.
Fallout Shelter: It's a free base builder and a lot of fun. If you haven't played it yet, try this one before the others.
Basement: This one I completed a few days ago. You must build secret labs to produce drugs, manage sales, your employees and disputes with other gangs. It makes references to Breaking Bad and has some very difficult stages (sometimes you need to completely change your way of thinking/doing things to get through a stage). If you are looking for a challenge...
Holy Potatoes! A Weapon Shop?!: Here you will improve your weapon shop so that you can produce even better weapons. Makes a million references to pop culture.

I know many out there don't exactly fit with you're looking for, but just as you had fun with a specific element in XCOM you might find elements that you like in some of these games too. Who knows? : )

The whole Princess Maker series. Used to play the DOS version of PM2 years ago and other games after that with autotranslate tool back when I didn't know Japanese. Finally managed to play through the steam version of PM5 a few days ago.

If you liked X-Com you might like Jagged Alliance 2. Its a turn based tactical squad game where you try to overthrow an evil dictator who took control of a small island nation. There's no base building but you do have to use your squads to capture and hold territory to increase income. Most of the management part is in hiring soldiers and keeping them healthy, equipped, and keeping gear in good condition.

If you do try it, I'd recommend getting the community made patch and mod for extra equipment.

Some really ancient recommendations: Dungeon Keeper 2 (building rooms) and Black & White (building and managing whole villages). Though I guess the other god game aspects of those games might get in the way if you wanna just build stuff (using your minions to fight invading heroes in Dungeon Keeper and... lots and lots of other stuff in Black & White because that game is too awesome).

Something a bit more modern: If you're ok with the game having a very depressing tone and have a good enough computer to run it despite its rather poor optimization, Frostpunk is quite ok. Thought I should also mention that it is a "survival" game, so you need to constantly manage stuff to prevent your people from freezing/starving/rebelling/giving up to death (yes, the game's setting is so grim that you have to manage a hope meter to keep everyone from just giving up).

I think this one might fit your criteria the most, probably- Reus is another god game where you control 4 giants and use their abilities to create resources to help out villages of tiny people advance and prosper. It's a rather chill game.
