Marking Not Received Question

Hey guys. Just have a question about a GA I won. This is the first one that the key didn't match the GA and creator is unresponsive(although still online daily). The key provided is one of those FREE mass keys and the giveaway posted is for a different one.

What's the best way to deal with this? Do I mark it as not received or should I report for "Misleading Giveaway"
