dvdvideosoft.com has an awesome suite of free tools. I've used their programs for many many years without issue and they still release updates

I've been using foobar2000's "built-in" converter, which is an optional feature. I'm not sure if you need to download LAME encoder or FLAC decoder for it to work.

Basically any converter will do as long as it uses LAME as the mp3 codec as that's pretty much the best mp3 codec. Audacity uses that, but I'm not sure how easy it is to convert multiple files at once. I'm not sure if it can convert a single flac file with cue sheet into multiple files either. Foobar can do that at least.
EDIT: You have to install LAME as a plugin for Audacity apparently. So it's not the default.
