Have you tried asking them to make their profile public for verification purposes?

Users have to sync their account at some stage, so there is data stored on them. Someone else can probably explain more.

Send game and blacklist him/her, only thing you can do.

I never wanted to start a blacklist but then i came across simular cases like this and was like; "WUT.!?"

I even encountered someone who had won over a 100 games and not contributed any!

I am not rich myself but I still try and make giveaways on a regular basis and luckily loads of nice people here do that too!

But yeah....started a blacklist myself. it's the only thing you can do.

He is asking you why you are making GAs for Lvl 0 people. If you want to make GAs for people who have contributet atleast something you should make Lvl 1 + GAs so you do not encounter people with 0 gifts sent.

Nope, don't reroll. That's not a valid reason to reroll. And also, no need to blacklist him. He may be just a poor guy/girl that doesn't have money to buy games to give away. Consider that before "hating" on him. And if his private profile is a problem for you, then ask him to make it public just for a few minutes for verification purposes. ;P

As it was said by many people: its not an acceptable reason.
In the future you can just create your GA with some minimum level. Lvl 1 means basically gifting anything (usually some random bundle key). I personally went for lvl 2 for the last few months as it requires some reasonable participation (while still being affordable) and also limits number of issues with people not marking gifts as received in timely manner.

I think you should start making levelled GAs
if not for the group, I usually put level restriction on my GAs, but not always

maybe you should use sgtools for having won no more than x games or a giveaway:won ratio if this bothers you. pretty sure it lets you have a rule for things like this.
