Just press the "free" button on steamdb, it will redirect you to steam then automatically add the license for JP pack.

The license would still be registered to your account. You can view it by clicking "Licenses and product key activations" at your account page.

Probably because the Japanese language "DLC" isn't included in the 'Supported languages' by default like the others are. And is only available in Japan, unless of course you go through the trouble of taking it from the above link/add license method.
