I can't remember any reason for requesting a new winner which would apply here. I doubt it would be allowed, since it could have been just a honest mistake, but I guess just ask support.

Someone won a giveaway I made a week ago, but he already owned the game, so I requested a new winner, everything was fine. Now, he won another giveaway again, am I allowed to request a new winner, because I wouldn't want someone like him to give a game, he even might not mark it as received.
