I think that the giveaways with 0 points were for games that weren't released yet or for games that were removed from the steam store. And 0 points means no cv, so I doubt that people want to give these games away.

oh i'm sure a bot already chewed that one up since it isn't masked in any way. and it wasn't exactly proving anything, it's removed from steam but still a freebie that wouldn't of been on the list anyways for any cv.

If a 0P game is released (and isn't F2P) after the end of your GA, do you get CV from it ?

CV is determined dynamically, based off the current value in the store. (Put another way, that means no matter when you post the GA, it'll be treated the same as any other GA for the game.) Since an unreleased game doesn't have a properly set value, it reports a value of $0. I've yet to see a game that was 0P in early release that didn't get updated properly over time, though occasionally it took a few weeks past release.
Removed games are an entirely different matter- since, again, they don't have a value set, they report at $0, meaning you won't get CV until they get put up for sale again, or they get removed from the store entirely and staff manually updates the site value to its last reported value.
Most problematic of all are glitched games, which have a reported value, but due to improper or unusual API configuration, don't report value in a manner that SG can recognize. As such, there's no expectation of them ever being resolved. :/

I haven't noticed any changes. There are some 0P games almost certainly at any given time.
0P is usually temporary status. 3 typical cases:
1) When game gets removed or purchase-disabled from Steam Store > it disappears from giveaway list > then somebody requests it to be readded > it's made available and it's value is 0P until they manually add some value for it. Examples:

I argue something should be done about case 3. They should add date in the db (like they do with bundle games) when they game became free. These giveaways linked above were made before free2play status and are for the paid version of the game. They do count toward sent/won ratio, but CV=0.
CV is realtime thing. Once removed games like Sekwere get point value manually added, then the CV value gets instantly applied to all users who have given/won such game.
If they make it so you can give away free games I guess they need to be separated somehow from current system, because ppl don't want those to count toward CV or even sent/won ratio.

At least Rambo & Carnage Racing & bollo are totally eligible for having CV value back,
will see which happens first(if either):
1) Game gets the selling license in order and is sold in Steam store again
2) someone in SG support manually adds value for it (support ticket might make it happen sooner, but really it's not very important next to reroll requests etc)
