I don't have that problem. I have an i7 first gen, 8gbs and a 5800 series AMD HD Radeon.
However I know people did have this problem with optimization but there's nothing on pcgamingwiki about the game issue so i'm not sure what happened about it.

I have 50+ FPS on the survival, and about 30-40 on the campaign. I'm running at max resolution (max everything, 1080p), I have an i5 2500, AMD 7770, 8gb ram.

No reason for your system to perform so crap. My old Radeon HD 5770 runs Serious Sam 3 BFE at around 40-50 at 1080p on mostly low settings.

I have an OC 2500k, OC 660 Ti, 1920X1200, and 16GB RAM. My settings are a notch below maximum and runs at 60fps under V-sync, outside of massive particle clouds. The game has gotten a much improved performance over the year and still sucks up resources. Game is a resource hog for newer computers.

Okay, for some reason, Serious Sam 3 gives my friend and me bad framerate (My friend has a 560 Ti and a i5-2500k) and we keep freezing and getting bad frames throughout the game. It only doesn't lag if I set the Graphics setting to "Lowest", and if I change EVEN ONE GRAPHICS SETTING, it starts getting about 40 or less. It shouldn't be doing this at all. I've tried reinstalling, console commands, framerate fix threads, etc. and I'm out of ideas.
Anyone have a similar problem, or a fix?
