Well, after 1 month being lowest price and not sold, I doubt the offer is there. (Using the one on the picture)
I spent time this morning relisting items not sold for more than a month just to see they're still not listed after 2-3 attempts. Could spend that time jumping and would get better outcome.

This misery is brought upon various currencies due to bad conversion ... known this mostly for TF2 Keys
there is a price where you can not sell or buy > in order to avoid you have to sell lower or higher ...

The real reply is you and I have reason. The system doesn't work, done a test with the 2 last cards I put on the market just now.
The card may be put with the real price without discount or with the price with discount. And apparently is totally random on the item, but the setting keeps for the item in case you relist it.

I have some cards and other stuff on the market, but people can't see them, so can't purchase them, I relist them and apparently I will never be able to get rid of them in the market as they keep not showing.
How can I fix that? Re-re-re-re-re-re-re-re-re-listing???
EDIT: Confirmed the problem isn't to not be listed, the problem is that steam assigns the price he randomly wants (with-without discount)
