You'll be level 10 with no friends and blacklisted by everyone. Let me know when you come up with an strategy that doesn't involve both alienating yourself and pissing off the community. That said, I'm all for public discussion of hypothetical situations, especially when it can expose potential flaws in the cv system. You probably deserve level 10 if you go to all this trouble.

Shut up, Bold Text! If you make a giveaway for a game + dlc's the person will be able to enter it even when owning them, and there's no way of checking if someone has the dlc, so just make a GA about that with 5 person who own the base game and you're set!

Well, you could start a region-locked giveaway. That way you can blacklist less people.

So what's the plan?
This is a two-men job. What you need to do is this - One guy makes a giveaway for whatever extremely expensive game you want (don't actually buy it), and ONLY the other one enters it. He then marks it received even though it wasn't delivered, and the gifter levels up!
