No the game is locked and will not be playable , and Steam may remove it from you account if you try to use a VPN. Steam gives you gift copies or actual copies not codes.

Thing is, Elite Dangerous: Horizons is already released, and you basically 'need' it. Othewise u can't use the cool functions. It is still a good price tho'

yeah but for 1-2 csgo key (depend india seller) it is still a good price right ( you also get 25 % discount for owning Elite Dangerous and a new ship) maybe i can buy ED Horizons on my region using ED from india XD, just maybe. Anyone ?
