Is there some sort of program one can use to assist in making a new theme for steamgifts? I'm assuming people aren't going through the original code and manually typing things out. I hope...

Theme? You mean as in making things look like dark mode? If so I believe there are chrome extensions that help you change any site's colors and all of that
