I activated EU version of Total War: Rome II on Steam and GamersGate emailed me for refund because I live in one of the region locked countries which means the EU version is not playable but still in my Library. I pre-order a physical copy of Total War: Rome II now Asian version. Will I be able to activate the Asian version of the game?

You will, most likely, have to removed the region restriction version from your account first which is pretty easy to get done but takes quite a while because it requires you to contact steam support.

That depends. Sometimes (never) they respond you in a day(s), sometimes it takes weeks.

Like the man said, it depends. Although you're not going to simply be waiting for ONE reply from Steam Support. It usually goes something like this.

1.You'll send them a message explaining that you need to remove a game from your account.
2.Wait 1-3 days.
3.They'll reply with a copy paste from the SSA which is probably irrelevant. You copy paste your original request into a new reply.
4.Wait 1-3 days.
5.Someone will actually read part of your request and send you back an explanation that game removal is permanent and are you sure. You will reply yes.
6.Wait 1-5 days.
7.Game will be removed from your account.

You can get lucky and have it all resolved in a couple of days, or you can spend a couple of weeks hoping Steam Support gets outsourced to India so they'll stop being so horrible.

With some games and some versions it will simply activate a second version of the game on your account so you'll have both in your library, or it will tell you that you already own the game. It will never replace the game.

Do not remove your version. Wait for the game's release. This game does not yet have regional restrictions. The game can not be bought in your area, but you can run it.

But GamersGate (I bought the CD-key there) told me that they will give a a refund. So I don't think the game would work anymore

Perhaps they just bullied you. I do not think that they will be contacted with steam in order to lock your key. Wait for the game's release.

Doesn't work, Steam will simply tell you that you already own the game.

In some rare cases you can have multiple regional copies of the same game on your account but that's pretty rare, and you'll still only be able to play the one that's not restricted.
