I thought they delayed the PC version along with XBone & PS4 versions (probably to make sure the Xbox360 & PS3 version didn't look too rubbish by comparison). With further delays then due to having to fix more PC specific issues in the end.

GTA IV is horribly optimised. Or rather, it's just not optimised. I still can't run GTA IV without all sorts of mysterious stutters and framerate drops with an overclocked i5-4670K, 8GB 1600 MHz RAM and an R9 280X. It's right up there with Crysis when it comes to games that just refuse to cooperate with me for whatever reasons.

Weird, i have a i5-4670, and a r9 270 and i get a stable 30fps on highest.
Tiny FPS drop (20) when loads of explosions, but no bad stutters.
I tweaked my settings to high-med for 50fps.
Maybe you messed up your CPU by OCing, or have bad videocard drivers.

No, my CPU is fine and runs completely stable, it's a subtle, safe overclock. I could get a stable 30 FPS in GTA IV, but I'm going for 60 FPS, graphics maxed. The framerate drops to about 40 FPS at times. The biggest problem, though, is a strange micro-stuttering that seems to come and go. When it's there, it happens once a second when panning the camera or moving. It makes the game unplayable. Seems to be a common problem, though.

Ok, I noticed this while playing Burnout Paradise lately, which runs on 60 fps with occasional drops to 20-30 fps.
TL;DR: A constant 30 fps provides a better gameplay than a non-constant 30+ fps.
And honestly, if Dark Souls 1 (that's a good example, since it's capped by default) runs at 40 fps for you, you should leave it capped at 30, especially if the CPU is the bottleneck, if it has the extra processing that 10 fps saves, it probably won't drop below 30, but if the CPU is always at 100% any extra processing will drop the FPS.
I'm talking from a CPU-bottlenecked's point of view, since my GPU is way above the Pentium I have. My older PC with an integrated GPU ran at a more constant FPS, but that constant FPS was 15-20 on a lucky game.

I agree with you on constant 30 FPS vs. consistently fluctuating 20-60 FPS. However, all the other games I play run at a stable 60 FPS on Ultra settings (although with some I do have to turn down the MSAA to x2 or x4) and this includes fairly new DX11 titles. I can't remember if I got a 100% stable 60 FPS in Dark Souls with the 30 FPS cap unlocked, but it was definitely mostly stable.
The CPU is never at a constant 100% usage due to games, so it's not bottlenecking the GPU. This is true with GTA IV, as well; it never really hogs the CPU or the GPU, which is why I find these issues strange. And since these problems appear to be common and people have to do all sorts of workarounds regardless of their systems, it's just bad optimisation.
Also, capping at 30 FPS doesn't fix the stuttering in GTA IV.

Yeah, I've thought about that, but it seems unlikely. I've got it installed on a new HDD that only has games on it, so the read time in games isn't slowed down by the OS reading/writing or virtual memory. The average read time was 176 MB/s. I'm going to try installing it on an SSD, anyway, once I can clear out some space for it (i.e. finish a couple of games on the game SSD).

CrystalDiskMark gives me 0.5 - 75 MB/s... Real life usage (on Windows 8 and 10, what I got from task manager) gave me anywhere between a systemwide freeze at 200kB/s (though I managed to fix that by checking for errors and a serious defrag) to a weirdly stable 80MB/s (and that was while copying from a USB drive).
ACTUAL real life usage is 10-20 MB/s when doing normal random stuff. It's a 5400rpm 500GB HDD and I have 8GB of RAM, so I really only notice the horrible performance when games start randomly loading textures from the HD instead of caching them into RAM or VRAM (which is 2GB, compared to the other specs I have, it's also more than enough).
The weird thing is that the ext4 in Ubuntu doesn't have any performance issues on my laptop, since it has smarter error checking and defragging. Windows 7 just leaves me dying if I have a bad block (I once had a block corrupted that contained the 3GB file of Path of Exile. I couldn't delete the file, I couldn't open the game, it always froze the hard drive).
TL;DR: 10-80 MB/s, but I like to talk...

My listing is correct and none of the components are fake. Being able to run a game and being able to run it at a stable 60 FPS with graphics maxed are two different things. Could you elaborate on that thinly veiled, illogical insult regarding my knowledge about my PC and perhaps explain why you felt it was necessary?

Here's your problem, you absolutely want to run the game at 60FPS and maxed out even knowing it's not fully optimized. Learn to twitch the settings and your computer should be able to run it without the stuttering. Lower reflections, shadows or whatever makes your framerates stable.
I wasn't insulting your computer knowledge. I was pointing out how surprising is it that you didn't have a smooth experience with your rig, when i had a smooth experience with an integrated grahic card... Sure it didn't look as nice as what you experienced but i was able to play the game smoothly from beginning to end.
Even on low or mid settings games look way better than the ones I used to play as a kid. So i don't mind not having a HD building 10kms away from where i am or seeing pigeon crap on my cars in games.

Fair enough. I understand your point and will admit that I have somewhat high standards (which I should have specified in my original post) because that's what I paid for when I built my PC, but I do make compromises when it makes sense. I often spend a considerable amount of time making small adjustments to the graphics settings in new, graphically demanding games to achieve a steady 60 FPS without making excessive sacrifices in terms of visual quality.
However, I don't think it's unreasonable to expect being able to run a DX9 game from 2008 maxed out at 60 FPS on my current system. My personal preferences have nothing to do with my original statement of the game being badly optimised. And like I said, the game has other problems besides the framerate issues.

u have stutteing in gtav? i have the same cpu @ 4Ghz and a r9 290 but somehow game starts to stutter.
game runs very high with 80 fps, but then there are thoose moments where the game starts to stutter, even when i cap to 60 or 30 fps. when i dont cap the game never drops under 30 fps so this should work but it doesnt either

GTA IV stability is terrible, at the highest settings if i stand still i get 60FPS+ as soon as i move 1 step it goes down to 30 or even lower, literally just moving 1 step, you can imagine driving is much worse, not to mention that the performance is pretty much the same at high or low settings.
GTA V is on high i get 50FPS+ its constant, only dips with explosions, and if a lower some setting it scales to 60, no problem.

I'm a dragonborn potato... No seriously, V runs waaaaaaaaaaay better than IV. Of course, it needs a better rig, but even if your pc is kinda old like mine, you shouldn't have any trouble running the game.
