Is Far Cry 3 region locked?

I was wondering if Far Cry 3 is region locked in Russia. Someone says that it can't be gifted. Can anyone confirm?

Thank you! Hmm..weird, some guy said he can't gift me because the option is disabled.

It can't be gifted in a sense that "Purchase as a gift" button is greyed out in purchase step.
