Yes, and no. If the game is flagged by Steam as still learning about it then it will not show in the API. This would also not work for DLCs, or if Steam is not functioning correctly. The only stipulation I would suggest to this suggestion, only filter games marked received or remove the filter if marked not received.

For games that I have or won that still let me enter I use the the little "Eye" Icon at the top to filter them out. So I guess they already have a way to do what your suggesting if im understanding your post correctly.

So we are prevented from joining giveaways for games we have already won, but for some that aren't recognised as owned can still be shown even with hide owned filter. So option to hide already won giveaways would be nice extra thing.
