Theoretically, it'd be possible that they're making private giveaways for games they don't have, then send the URL only to each other and mark the gifts as received.
Why? Well, they're boosting their account stats (namely, gifts received and account value). Currently, they have no effect, but they're probably anticipating that this will change in the future (like, a new user class for people who contributed a certain overall value in gifts).

Actually they only loose points, because they have to use points each time they enter one of the private giveaways and don't earn any points, because private giveaways don't generate points.
Glad they are banned already, because even if they didn't gain anything from this, they still tried to cheat.
