Thank you. If this is a known occurrence, would you happen to know why they wouldn't just let anyone join, along with a warning that says they may not own the base game, and need to check that themselves?

SG only allows you to enter DLC if it detects you own the base game. This happened to me with i think it was called platonir. Since it was considered unowned due to restricted status, it was impossible to give away the dlc at all.
This is why you see hardly any dlc giveaways anymore.

I guess a solution could be to implement a way of letting the giveaway creator accept/decline entries for these limited DLCs.

Because this is a limited game on Steam SG can't see that you own it so it's impossible for anyone to enter that giveaway.
