About the double win... you could have contacted the giveaway creator, as it seams he did not check your profile before sending the gift.. he could have easily just rerolled the giveaway.
But you were probably banned for re-gifting.
So... bad rep for Not Received is not the worst thing on your profile... at least that can be rectified...
Just contact he winner... give him the game... and he can click received >YES< on his profile.

It looks to me like the only option you have is to start all over. Delete your old Steam account, make a fresh one, and don't screw it up this time.

My giveaway Space Trader: Merchant Marine have ended 1 week ago and in the rules is written: "The submitter and winner(s) of the giveaway have seven (7) days to complete the gifting process. This includes the activation of the gift on the Steam account of the winner." But I was banned during 10 days because of the multiple wins of the same game (it was not my fault IMO)so I had no opportunity to give to the winer Space Trader: Merchant Marine.
So I have bad statistic: Percent Received by Users 0% Not Received 1
So what should I do to clean my profile statistic?
