Important for spying, yes. But spying itself is neither important nor fun. You can swing or boost ideologies much easier without this expansion. And the other spying options are meaningless. Spying is just wasting ressources.

The Spy DLC is missing and 6 "cosmetics and soundstrack" DLC's.
So, not really something missing that you need. If the game and the paradox DLC politic fit for you it is a very good offer.

Going to skip it this time since it can't be the final version even if they had bundled "La Resistance" DLC. They will eventually bundle every single DLC pack released for HoI IV or EU IV on Humble, but do keep in mind that these are Paradox Interactive projects. New DLCs for such titles can launch even a decade after their base game is first sold on Steam.
As I wanted the full experience, I had to wait until last year to be certain that I can play Crusader Kings 2 with all its bloody DLCs in tow, as Paradox finally shifted its medieval focus towards Crusader Kings 3. Paradox titles can't be truly enjoyed by their bare bones versions at release.

In all fairness, CK2 as it came out a decade ago is quite different from even base CK2 today.
The other thing to be mindful of is that DLC is very targeted, so that if you, for example, only play in ireland and England, thereās zero value in getting horselords or the raj of India - you may never see the difference

Well, there was only on HB CK2 Expansion bundle, and only one HB EU4 expansion bundle, so I feel safe in assuming there might be only one HB HOI4 expansion bundle--this one.

Hey, up at the top when selecting a tier I think they changed it. IIRC, it said, for example, 9 game bundle on one button, 3 game bundle on the next, and so on. Now they are using the word "item" in place of game. Maybe they are trying to stop including DLC's as part of the tally of games per bundle (for example, adverting 7 games and 2 DLCs as a 9 game bundle)
They are still doing it in one spot,it counts each item as a game when you are on the top screen, when you select bundles on the bar up top on the homepage and then hover your pointer over each item for info, at that spot it is still listing bundles that have X number of games and Y number of DLC's as a (X+Y) Z game bundle on that page, but on each individual page they've started being more careful with their words. I'm not saying they did anything classy or right, I'm thinking they are probably just worried about the legality of calling a couple games and a ton of DLCs a dozen game bundle and they are simply covering their butts.

I think it's wrong to call 7 games and 2 DLC's for one of those games a 9 game bundle. Just call it a 7 game bundle. If they are quality games I'll take 7 games over 9 games of lesser quality. It's just that lately HB is scraping the bottom of the barrel and so maybe they want to entice people with a bigger number and I think they were being misleading with that.

it doesnt matter for me if i see '9 games' or '7 games+2dlc' as im checking what im buying, inside bundle page u can clearly see WHAT is inside the bundle(marked LDC or GAME) so u wont buy '9 games' containing 2 dlc if u just take a look on order

I'm pretty sure if you want the BTA tier, you have to pay whatever the amount is at at the time you're buying it. If you buy the 1 dollar tier you don't have the option of upgrading that later on and paying the difference nor do you get to lock in the price of the BTA. There is always a chance it could go down though, that's the positive way of looking at it.

It's possible, it was in 2 bundles according to the chart , but nothing else was previously bundled, it's a massive stretch to call the bundle rebundled for a single item. I guess not liking something is not an option for some, it has to be hated and dragged down for emphasis and fun

If you play one of the main countries (USA, UK, etc) yes, youāre fine.
If you want to play, say, Australia, youāll want the DLC that fleshes out Australia. If you want to be Mexico, thereās a DLC that fleshes out Mexico

If you want to play on WW2, then you're going to the need the rest of DLCs because base game can get stale fast.
But, I recommend this: Learn the game with the base game only, then play only Kaiserreich (the mod). It has the same spirit than the base game, but it's so much better, and every single nation is covered so it's impossible to have a "boring" run.

Pretty much the only Paradox grand strategy game I'm not interested in (seems too military-focused for my tastes and I have close to zero interest in WW2 history) but Humble's previous Paradox bundles were excellent, so I see no reason why this one shouldn't be as well.

That has nothing to do with regions, it's entirely based on your HB and payment account(s), anti fraud systems, and so on.
For example, maybe your friend in Canada is blocked from buying it, and then you're also blocked from immediately gifting it. Things like that. Or they don't like your phone number used for verification, if that applies. Or you had multiple accounts that you used to buy several Monthly/Choice, or your Paypal otherwise was used to buy several copies of the same bundle (maybe across multiple HB accounts), and you're "banned" from buying.

The sub assigned to you in a bundle purchase does not depend on the IP of the purchase, but on the country you set on your Humble Bundle account.
If your orders are getting cancelled, then it's not an IP issue, it's more likely that your account was banned / locked for further purchases.
