yup, valid reason for a reroll - there is even "user is suspended" in dropdown menu when asking for reroll

if the winner is suspended, irrelevant with the suspension time, it is a reason to reroll. of course you might want to ask what happened and decide to reroll or not, but 1 month (probably even more. remember to mouseover.) suspension... they must did something really bad. don't you have any clue about the reason of the suspension? don't you check your winners? or maybe their profile is private.

It's up to you. You can either submit a reroll request with that reason or communicate with the winner to ask if they plan to resolve their issue earlier (if it's something that can be fixed on their side) and then decide.
