By the way, no DLC for TPS, despite being in tier 3 and the DLCs being one of the biggest factors in people still actually seldom playing it. Can someone guess what the ever-living actual fuck was 2K thinking there?

Who knows, with 2K :) It's also worthy of note that they decided to include the base BL2 game with the "Ultimate Vault Hunter 2" DLC, the very one which is notoriously absent from the otherwise excellent GOTY pack.

I own Borderlands but none of the DLC.
But Borderlands GOTY from this bundle will not redeem. Says already owned.

Borderlands 2 was initially supposed to be entirely region locked for Russia. Russian language only, seperate appids so you'd only be able to play with players running the same version. Everyone kicked off about it and they stated they'd fix it. But rather than just providing a wide glen version to everyone they added the ROW appids to the RU package.
So buying the RU package gets you both versions, each of which are seperate games so can be played independently.

Yesterday googled this and found some posts already from 5 years ago. Looks like people werent all to happy about it back then.. Anyway. When the same happened to fallout 3 bathesda already got horrible backlash from it.
I get the idea behind region locks. But their arrogance towards which countries are in RU/CIS region is just sickening.

For me it shows in store page that keys bought in my country are playable in only selected countries. (in my case RU/CIS and Baltic states). So probably - Yes.
But as I recall I think this has been case all the time. If you buy it in your region its only giftable to that region.

I think only certain devs does this region lock. Gave away some hb games this week (from October monthly) and the keys worked fine for the winners. I'm in Brazil, but i had winners from France, Spain and Taiwan.

Oh yeah - of course. It only applies when the dev has set region lock. (forgot to mention that in my replay)
If not then it doesnt matter.
Humble is great in way that it shows what kind of region lock the game has when you click on sending the gift to friend.

I think it shows only when you click "Create gift link". At least at that point it showed region lock info for me for Endless Legend.

Go where you redeem your keys. There is two choices - Redeem key or Gift friend. Pressing the "gift friend" choice it usually (At lest it was like this for me) It will show either window with confirmition choice - Are you sure you want to gift this game- or something like "steam may prevent to redeem these keys in these regions : .... country list . Are you sure you want to gift it" .. First case - it doest have region lock. Second - It lists you where it cant be redeemed.
There is also page where you can see all bundle restrictions written down. But havent used that so I dont know where its locted. Someone else could add that here.

Ok so my giveaways for BLgoty and BL 2 screwed then. And god knows about the DLC giveaways. There is no warning on the Humble bundle page, so cannot rely on Humble Bundle now. Am new to gifting, and I hadn't realised it had got so complicated. Since I bought in United Kingdom. does anyone know what areas it is locked to?

Humble only tell you what restrictions are in place when you generate a gift link. That said UK purchases should be ROW anyway.

I saw that there are two different lists, thanks for posting!
It's odd to me that the first list doesn't include some RU/CIS countries (Ukraine and Uzbekistan) and the second list adds some countries (Lithuania, Latvia) that are not typically included in RU/CIS.

I already have Endless Legend. As my Steam account is linked to HumbleBundle, the site asks me if I really want to reveal the key, as I already have it (I want to make a GA with it). BUT I would still get a fresh key shown and don't need to create a gift link, right?

ROW means Rest Of the World, whenever you see ROW Key popping out means the key is universal and will work no matter the country you are in, as opposed to region-locked keys that only work in certain regions/countries

ROW keys sometimes actually have regionlocks(e.g. Capcom games in Japan, any game with swastika/nazisymbols in germany), but more often than not you are right.

I can confirm that Borderlands 2 doesn't require a VPN to activate. In fact achievement hunters especially those that don't own the ROW yet should try and get the RU version as the RU package contains both the RU AND ROW appids.
