pps.: If I would work for the Steam support I wouldnt still can decide what they change in the shop. There is a support part and the Valve part.

heh...i guess he meant support did what it could, considering Valve´s new system doesnt offer many other options, besides politely declining with an automated message. Different workers, and these dont hold much power.
Although their responses are more superficial self explanatory answers, that may or may not be 100% related with your problem, and less helpful than i would prefer

The response you got is a form letter -- other people get the exact same response, verbatim. People have been complaining about it since the day they changed the gifting system. It's really stupid.
If it is such a common problem that they have a canned response for support, why the hell don't they just fix the wording so it stops claiming you can cancel and reschedule?

My guess would be that, like in many corporations, their internal communications "could" be improved and none actually listens to support bots and their dealing with the pleb (aka customer) :D
