Oh nice. Thanks for the giveaway! Any idea how you got the coupon? I've also got one in my inventory for some reason.

(and in this case it states that explicitly)
That seems to only be because the developers specifically chose to add that in on those particular coupons, it doesn't seem to in any way be required. As evidence of that, it seems to always simply be an extension of the coupon's [Title] field, rather than being its own seperate field. An example being "50% off on the title Frostpunk For owners of 11 bit studios titles", which treats "Frostpunk..studios titles" as the same single line of description, rather than adding a seperate section for the purpose of explaining generation basis.
Further evidence is that most coupons don't have that and (regardless of if I'm mistaken in what methods of generation exist [below]) developers have clarified on several coupons that they were generated due to previous ownership, despite the coupon not listing anything of the sort itself.

You should be able to get a coupon by crafting a booster [it's replaced by an event card during sales], or by way of developers sending them out to owners of specific content (typically from that same developer, but I recall that there've been some cross-developer collaborations as well). In this case, it looks like anyone who owns the original game should have received the coupon for Galaxy.
I'm not personally aware of any other methods* of getting coupons outside of developer grants based off owned content and booster creation, so off that premise randomly appearing coupons should all be from developers and based on what's in your library.
*Excluding atypical circumstances such as getting coupon drops from sale events, as with the last sale's advent calendar.

Sometimes you get them for games on your wishlist, too.
Is that really a thing? 'cause I've never gotten one that I would have associated with my wishlist, despite its size, and googling gets me threads asking for that to become a feature, rather than threads discussing it currently being one. If that's a thing, I'm not sure if I've been unlucky or lucky to not have gotten any, given how the vast majority of coupons are nothing more than irritating inventory clutter. :P
Weirdly, the Steamworks documentation seems to only cover community coupons [ie, booster ones] and direct discounting, not any details on how developer-issued coupons work, or even details as to where that feature would be accessed.

Mm. While some of us SGers may view it differently, at a more casual consideration one can assume that people who've already wishlisted the game can be presumed to have higher interest in buying it (without a coupon) than those who haven't so, yeah, even if it is an option it doesn't seem like one that developers would necessarily favor utilizing.

How long do you think it will take to get to a million gg coins? Just under 30k right now for myself. Only been collecting 3/4 of a year and miss handfuls of days but, it's.. something to work towards....
