It'll be free on steam as well, right? Since you need to make the game free on steam as well when you give steam keys elsewhere.

Steam keys shouldn't be given away for free if you aren't also offering the same deal (i.e., give the game away for free) to Steam customers.
It doesn't seem to be an absolute rule, or I guess they just don't enforce very much, but it does exist... ¯\_(ツ)_/¯

Huh, I never heard that before, and it is really weird for a couple reasons, one being that apparently you can run giveaways on Steam? (Not sure if this means something different than just those “free to keep if you download this weekend” or something I’ve never seen). Two being that free Steam keys are always better than getting the game free through Steam as usually when they run it free through Steam they restrict cards and such, which they can’t (or don’t) do with keys...
Interesting... But I missed it regardless, and I’m not likely to try this game unless I get it for free, haha, too many other things on my radar that I think will suit me better.

It's more of something for actual mass giveaways and the like. Doesn't really apply to one hour limited promos.

I doubt it since it's a very, very limited giveaway. You only need to make the game free on Steam as well when you do a free-for-all, unrestricted giveaway of your Steam keys like in Humble Store (e.g. Age of Wonders III, Snake Pass, Manual Samuel, Endless Space 1, etc.).
