just check Booster Pack Eligibility button in your badges page on steam community :)

It's all random, higher level (20, 40, 60 ect...) improves your odds and the longer since you've gotten one improves your dods too, at level 15 or so, I think I've had maybe 3 boosters.

I think boosters have better odds too in elligible for less popular games.
