I won a giveaway,and the person who made it said it was a 2-pack.So is it allowed if I regift the extra copy?

If he gives you both copies, sure, I guess. Kinda like how it's okay to send away the extra Ship copies you get when you win one.

As long as you add one to your library, I suppose it is fine. If he really gives you two copies of course.

Well if the gifter himself specified it's a 2-pack without stating he wants one back, it doesn't sound like he really cares.

Considering it's not something that's covered in the FAQ or anything, I think the definition of "the right thing to do" is very subjective in cases like this.

"The right thing to do" is very simple for me. If I win two copies and he tells me that I can keep both, I would give back the second anyways. I only need one game, so the only reason I would keep the second copy is to make a giveaway and gain contributor value which would be quite low of me. However, giving away the game through other means than Steamgifts would be alright (all my opinion of course).
