Nope, no easy way, since Europe has way too many countries and regions. With Deep Silver, it is just easier to lock the key to your region, unless it is an old enough game to not have any of their restrictions yet.

02191596 stands for 02/19/1596.

Googling the date will typically give you the date of death/Wikipedia page of Blaise de Vigenère (was supposed to be birth date but I fucked up).

Blaise de Vigenère is most commonly known for the cipher named after him - the "Vigenère cipher" - which is mentioned on the Wikipedia page.

The Vigenère cipher's usage is described on the Wikipedia page, among other places. Once you know how it works, you'll know what to do with "LETHE" (the key) and "TXA-4OYwyx76" (the message).

Once solved, the message will read "ITH-4HUlue76" (It's Too Hard link). Now that I think of it, I should have specified what "ITH" even means for those who have never used the website.

The puzzle contains a PNG image, as well as a series of similar questions only containing two numbers ranging from 351 to 1094. If you think about it real hard, you can assume that these are co-ordinates (in pixels) on the PNG image (yeah, a bit of a bruteforce, I know).

Using an image-editing tool, you can zoom-in close enough to place your pointer on the specific co-ordinates for each question. Each pixel specified via co-ordinates are a "pure" color, for example cyan, red, green, etc.

Once the puzzle is solved, the result gives another ITH link.

This one is rather simple, but a bit cryptic. You are given a link to a huge collection of ebooks in plain text, and a list of characters and numbers:

Roman number - number number

The solution is found by seeking the specific word of each chapter, of each paragraph.
For example:

The Adventures of Sherlock Holmes
I - 2 31

...Would tell you to look at the 31st word of the second paragraph of the first chapter of The Adventures of Sherlock Holmes.

Once this is done, you'll spell out:
"Who is the author of The Adventures of Sherlock Holmes"

After typing in any (or most) variations of Sir Arthur Conan Doyle, you will receive a link to the giveaway - Congrats, you've solved the puzzle.

Oh, so that's what the title means. I can tell the first 3 characters TXA most probably refers to ITH, so I guessed it was some form of substitution cipher - either Ceasar or Vigenere. Since you mentioned that the game is Saint Row IV, I guessed LETHE is most probably some sort of key for Ceasar/Vigenere, and decoded the code for ITH.
