Can we buy Complete bundles we partially own as gifts?

It happened a few times now that I wan't able to buy complete packs for someone because i didn't have the soundtrack dlcs and stuff like that. I wanted to buy http://store.steampowered.com/sale/super_giant/ to make a giveaway with it since I haven't really done any giveaway in a long time but it won't let me buy the complete thing as a gift, only lets me buy the 2 dlcs.

Is there a way around it so I can buy the complete thing as a gift? :/

Depends on the package type. If it is a subID, then no. If it is a separate app, then yes.
By the way, this is what secondary accounts are for…

It uses the same app/program as your main. You can even use the same phone number and registration email. Authentication is the least of the problems of a secondary account.
