I have Skyrim (NA). Bought it from finland online store. So the question is, if i buy DLC from EU steam, will it work with my skyrim?

If you have the steam key and you activated it on steam then yes, clearly the DLC that you buy with steam will be compatible with it

I bought the key from finnish site and want to buy DLC directly from european steam, game and DLC are different regions, so i wonder if it will work.

Obviously it will work. The store would stop you from buying it, if you didn't have the base game or it was blocked for your country.

DLC and the game are different regions, so it's not obvious for me :)

It should be obvious because Steam doesn't let you purchase DLC for games you don't have on your account.
