People whose Steam Account is out of that region (or from excluded countries) won't be able to redeem said codes/receive those games via Steam's native gift system.
While it's not obligatory to create your giveaways region locked, it is adviced to prevent potential headaches on your part.

To be clear about creating, you really should do your best to mark it appropriately in the first place. From the FAQ:
What happens if I create a giveaway and the winner is unable to activate the gift in their region?
If you setup the giveaway with the appropriate region restrictions, and the winner was outside of those regions due to inaccurate information they provided, then you can request a new winner for the giveaway. If the giveaway did not have the correct region restrictions assigned to it, then one of three options are available.
-You can acquire a replacement gift or key for the same game, which the winner is able to activate in their region.
-You can accept the giveaway as being "Not Received" by the winner.
-You can submit a ticket to have the giveaway deleted. In order for us to delete the giveaway, the winner will need to post a comment on the giveaway saying they agree to have it removed.

Well as much i know its locked for country like example u cant play region locked game if its for germany.
Yes u have to set which country its region restricked or at least say in giveaway description that some country its reg-locked :) hope i was from some help..

Now, I've got a question that this thread raised for me.
When creating a giveaway, it asks about region locking. My question is, do you select the regions the key can be REDEEMED in, or do you select regions that the key is NON-REDEEMABLE in? I have seen a few giveaways for Tales of Berseria that had differing region lock settings. The GA I created I just added Japan for the region lock as that was the only country it was locked in. Another GA listed tens of countries in the region lock, and now I'm super confused. (I lucked out and I didn't have a Japanese winner. Sorry again Kappaking)

There seems to be a case where the range of countries that can be redeemed by the vendor is different.
In the case of Humblebundle, the country restriction information of the game sold to support is posted.

It is good to search by "bundle's name" sold.
And if it is troublesome to investigate or the country restriction is unknown, please note that
"Caution: If you can not redeem the key well, please agree to re-roll or Giveaways delete"
If you write one line, it's comfortable afterwards. :)

I did call you in a separate post but SG doesn't have username notifications (yet?).
That was the article I looked at a little bit after I created the giveaway. Checked the game's individual store page, saw nothing about restrictions and created. Pretty sure I found that restriction write after you wrote your message.
It's got to suck to be in a country with these restrictions as you constantly need to look for this information.
Fortunately, I will heed this advice for the future and double/triple check my GAs.
