I have a notice that another guy uses my name and avatar to scam other people.

Please beware when you are going to do a trade and check well my profile:

He wasn't calling people out, the scammer scammed me and impersonated him.

Still you are not supposed to start a thread and say "X is a scammer" thats calling out.

I checked his Steamgifts profile using the link to his steam that you provided, he is permanently banned here and he's also marked as a scammer by SteamRep. There's not much more that can be done.

Also, yeah, you could get banned for calling out so I advise that you close this thread.
