Does latest activity of November mean that we need to have created giveaways in November, last 5 days?

Also, a lot of people only enter for games they are interested in playing, which is a good thing, Telling people they have to enter giveaways if they are added takes games away from people who actually want to play them. You only need 5 entries to get credit for the giveaway. Wouldn't it be better to let people only enter for games they actually want?
