One of my GAs ended and the guy who won already owns the game, so he naturally requested for a reroll. The new winner says that the key for the game was already used.

So, it's either that the first one used it and asked for a reroll or the second one is lying. Any idea on how to proceed here and what Category should I create a ticket for?

EDIT: Is there any way with which we can determine when someone's game was activated? If the activation day for the game of the first guy is just after the GA ending, then we get our answer.

I'm assuming it's an indiegala key, isn't it ?
Ask them another key, just tell them that it was duped, don't mention sg\giveaways\etc...

You can't tell if it's the first or second guy that's lying, though (I'm assuming both accounts are equally suspicious).

Indiegala usually takes around 1 day (?) to process support requests. It'll probably take awhile, but there's also not much you can do.

AFAIK usually the "duped" key gets revoked, so he won't get punished, but he will lose the key

If the key gets revoked and he loses the game from his library then he was the one lying.

Well, yes, or IF he's lying, maybe he activated the key in a second account to farm cards, or maybe the key was duped for real

First you will need to make a reroll ticket again, the new winner will have to post a comment saying they accept the reroll, make sure you mention the original reroll needs to be reversed in the ticket then a received feedback ticket will be done in case the original winner refuses to mark received.

The original winner entered the giveaway which means they didn't have the game, now they need to prove they got it from somewhere else after entering & before the GA ended.

The duration of the GA was 3 hours. So he either acquired it in that time frame, or he had not synced, or he is an asshole.

The maximum amount of time one can go on this site without syncing their Steam account is 1 week. It's entirely possible (and if the winner was honest, it's more likely) that the 1st winner acquired the key days before the giveaway started. It would make his action unjust for entering a giveaway for something he already own, but doesn't make him a liar...

It's possible the key was duped to begin with and no one was lying. I've got a dupe key from IG once, and contacting IG support resolved it.

As it was said, contact IndieGala and tell them that the key was accidentally used on a wrong account. Ask them to revoke it and issue a new one. Since that bundle is ongoing, they will do it pretty fast.

ask indiegala to revoke the key as suggested, and also send a ticket to support so they can keep track of that first winner (if he always requests rerolls because he owns games and keys are used later, then he's the problem).

Do as suggested above and to minimize the risk of this happening again, simply check your winner's library plus a quick sgtools check won't hurt before sending the key.
