Did you get it from the Steam store? If it was a free item added you could go to your licenses and product activations page(under account details) and remove it that way.
If it was redeemed as a key or purchased from the store, the Support -> I want to permanently remove this game from my account option should work, but it sounds as if you've tried that.

I get this from alienwarearena website,then i try remove it in the ways you say but is can't at me because when i go support - it not give me option for remove this game (all other i can remove) also in licenses list not have remove button too.

I believe you can type the name of the game into the help search bar and sky noon will appear for you to select.

if i type the name in the search steam will find The Complete Finished game App id is 69530/Sky_Noon BUT I don't want to buy this game, i don't like it , and so don't own it , what i own is a different app id sky noon beta app id that is 845260 .
So i can't remove it whit the search in the help\support.

They mean to search it in the support page not on Steam directly. Here's the page. It should give you the option to remove the game when you search for it there.
Edit: But you probably already tried there. The option to remove is not there for betas.
