a little help maybe?

I am actually thinking if I can make a GA that have a restriction which is I will put in the description.. saying the only people who can join is the one who haven't won any games... then ask for a new winner if they didn't even bother to read the descriptions. does anyone in here did this before??? sorry if I am a newb about this stuff and this is my first posting something in here :3

Yes, it was done before (in fact I won my first GA this way). But it is not allowed anymore.

No. The closest thing you could do is making a whiltelist (or group) giveaway and then make a reqruitment thread with those conditions.
