Upon reading this guideline it is said that gifts bought from region X, would be only redeemable on such region, but I also witnessed some people who bought the game as ROW, I'm a little bit confused. I wanted to buy Okami HD to make a giveaway and I don't know if it will be region locked, if so I don't even know if it will be region locked to South America or Brazil (which is common to be a separate region). Does someone have any experience to share?

Purchasing from Brazil your key may be locked to Brazil, Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Republic of Moldova, Russian Federation, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, China, Hong Kong, Thailand, Macau.

But they may also just give everyone Row keys. You can't be sure. Some people might be using a VPN.

Don't really know how their keys work. All i can tell you is that i'm from EU and i have given away games from them which were redeemed from RU and SEA users.

Check SteamDb. If there is a regional package which includes your country, chances are that what you bought from SteamDB is a region locked key.

Only now, I saw this, sorry. By looking at these packages none of them mentions any country (one of them mentions "Cross region trading and gifting is disabled for this item."), does that mean it's free of region locks?

For key activation, yes, it's based entirely on the country restriction and the IP where you are currently logged in from (which can be different from Steam store country). That cross region trading stuff probably only affect gifting on Steam (or may be not?, as someone else has claimed)
