Keys for it can't, I believe. Not sure about tradeable copies, check the SteamDB for info though.

Actually I found some guys saying they could activate retail keys, but I got nothing about gifts.

I know someone who difficulty activating one purchased from Amazon a while back. Gifts are region-free, going by a trading thread over on reddit, but there is an entry in the SteamDB for JP-restricted copies.

Months ago i bought a key from Australia and activated in Turkey successfully. Of course i'm not sure about Japan.

According to SteamDB, there are some Dark Souls subscriptions with region locks, including ones with Japanese restrictions.

But someone who might've actually tried it could correct me.

Linky 1: Bill only once = bought through Steam store or acquired as a gift. AllowPurchaseFromRestrictedCountries = by purchase it means activating the key/gift. In this case, it can't be activated in the following countries (Japan).

Linky 2: Proof of Prepurchase Only = it's a retail key. But like the former, it can't be activated in Japan.

Linky 3: A retail key, like the one above, but this one doesn't have any region restrictions.

Read my thread. Ignore the things about cut games and look at the quick introducion for SteamDB. Then look up what kind of copy you'll get and check.
