Nope. You can only buy steam gifts directly from steam. Steam also limits which regions you can send gifts to, only allowing you to send a gift to friends who don't live in a region in which the game in question would be a certain threshold more expensive to buy (cap is 10%)

you can't buy steam keys from Steam full stop - if you buy direct from Steam you don't get keys - unless you mean gifting then i still don't think you get a key
